Wilde gave this line to Algernon in Act I of The Importance of Being Earnest — a drawing-room comedy where everyone is performing something and the sharpest observations arrive dressed as small talk. Algernon says it as if it's obvious. It is. That's the whole joke. That's also the whole point.
